Anything is possible in fan works. People make normal unicorns do all kinds of spells all the time so it’s just refreshing to see some non-unicorn use magic.

why
There’s probably a shop that sells magical play-weapons or something. They do nothing more than tickle or sting the target, and the wielder gets to feel like a badass warrior (until the spell dissipates a few days/hours later).
 
In this case though, we’ve just got a little girl pretending to be cupid. I’d like to imagine her playing shipper in the local park, just shooting ponies who she thinks would look cute together.
