It’s more about the connectivity map than number of neurons.
Even a small brain can hold a lot of power, a brain doesn’t need to be big to be intelligent. A good example is the African Grey Parrot, which has about 850 million neurons (humans have 86 billion) but has the mental and emotional capacity 5-year old, and in some ways is smarter
