Maybe Grogar made him as part of his final plan, as a Harold to both bring all the ponies to their doom and to assemble the remaining foes in Equestria as it’s final act
Discord also is the only creature know about the bell I think Grogar created him thousand years ago before he was defeated by Dusty the Great. Maybe he’s like a mentor to Discord.
Ironically, Discord is a better impersonator than Chrysalis was in A Canterlot Wedding.

That’s what I thought, too. There had to be a real Grogar who was beaten and maybe even killed at the end. His bell could be the last proof of his existence. That and maybe Discord
Discord must’ve known Grogar personally to pull such a good impersonation of him.
