Well the last panel is Luna (you can see the moon on her chest) its black text so it would imply to be her saying this.

And even if it IS Luna, that still opens up the problem that later on, she is going to turn into Nightmare Moon, and it’s kinda confusing that she’d be sad that her sister is more popular when she doesn’t seen to give a shit about popular opinion.
Because, chopping off a Unicorn’s horn because he wanted to bring his mother back? Yeah, that earns you plenty of bad rep.
If it is, maybe the artist should be less ambiguous about whose dialog is whose, considering that the facial expressions don’t help, and we don’t have any color.
So even IF it doesn’t go down the clichê Tyranlestia route, it still fails on a technical level.
Besides, my headcanon about Sombra is much better, he’s still a victim of sorts, but the blame is still mostly on him.

I wouldn’t be surprised if later on, the artist made a story were Luna becomes Nightmare Moon to oust Celestia and her ruthless regime, but fails and goes down in history as a monster, because Celestia is of course a ruthless murderer because she’s in power and all people in power are evil andfuck this.
