Pretty much. The whole moment was “Who are you and what have you done with Twilight during the time skip?”. Then she explains that it’s because you’ll eventually part ways for one reason or another, and you calm down alongside Spike.
 
And about Spike’s body build… he kind of reminds me of a less rugged and more muscular Torch (although just like Torch he should not be able to stand on two feet for much time given his proportions). The jaw and muzzle likely look round because he’s still young.

It wasn’t stated, you actually saw him get visibly distressed when Twilight’s student said making friends was a waste of time.
 
I commented “HERESY” on it when viewing, and I think it’s the best way to describe his reaction.

To be honest, the way he acted seemed to make him really unsuited for the job. The moment somepony voiced a viewpoint he didn’t agree on he freaked out and kept trying to disrupt the conversation with outbursts—kinda childish reaction.

I’m perfectly okay with him being manly and/or getting a significant other. I just wished his design was a bit different (especially in regards to his jaw and muzzle).

I am actually really happy that Spike achieved his dream of being manly dragon. And I don’t believe he is single either. He and Rarity and/or Gabby are probably an item, but their jobs may keep them apart most of the time (since Spike’s role as a mediator is really important).
