Fluttershy had avoided all of Twilight’s previous attempts to include her in the new the recent breeding initiatives. She’d even managed to avoid Trixie and Starlight’s recent shenanigans in town, given that her cottage was far away from Ponyville. So when Twilight heard that Fluttershy was the most eager breeder in Luna’s batpony population push, that sent up a few red flags…. But, showing up and demanding to be bred seemed to scream ‘Willing Participant’.

Sadly with how some fics on FIMFiction go, this would probably be valid. I’ve read fics where thestrals (bat ponies, or how I like to call them Lunar Pegasi) are a receding population. They’re going extinct. So a “breeding initiative” would be a valid way to bump the population. Find compatible female and male volunteers from both sides, if it takes, bam you’ve got a new batpony. The genetics and line may no longer be “pure” batpony as a result of this, but if it’s in efforts to save a population from extinction, mixing genes with other populations is valid.
Of course, with that in mind, you always try other options first in attempts to keep the race “pure”. Breeding between batpony volunteers, artificial insemination, etc etc.
