I just ignore season 9 and say they do. I don’t accept the concept of Celestia and Luna retiring either. Twi taking a bigger leadership role (and doing so from her castle, with her friends as advisors when needed), definitely. Some friends and I chucked season 9 in the bin (considering it glorified fanfiction since it’s badly written, full of memes, and not even internally consistent with itself, lots of contradictions, not to mention contradicting everything that came before) and are doing a complete rewrite where just this thing happens.

Not gonna lie. Quite miffed the show ending seems to just… completely ignore the big castle in Ponyville. You’d think it was setting up for Twi and her friends to rule from there.
