Good arguments, I won’t lie. For instance, I didn’t realise how powerful the flutter ponies were supposed to be when I watched ‘Return of Tambelon’, so him capturing them with his insta-cage spell didn’t seem like such a big deal at the time.
However, while you made your point of how he wasn’t a complete joke of a villain, I still don’t really see what made him specifically stand out from the other G1 villains, Lavan, Arabus, Catrina, etc…

Unless you factor in his goofy voice and utter incompetence throughout the special.
Incompetence at what, exactly? Taking over most of Dream Valley and capturing the ponies several times, including the über-powerful Flutter Ponies? He’s not presented to the audience as incompetent within the episode, just evil and brutish, which is what gets the better of him in that scene in the forest with Danny and the others (where he still wins even while they outnumber him).
Also, his voice being goofy is pretty subjective, but a little more respect to veteran Michael Bell, the deep raspy voice he gave was adequate for an ancient goat. He sounds old and sinister, befitting his character.
And he wasn’t tricked by recorder, he was tricked by what looked like Bray. He’d probably never even heard of recorders before. Treating his minions poorly is standard villainy to showcase how bad of a boss a villain is (and really, only a few of the troggles were actually against him, the rest just followed suit when Grogar was defenseless) and his bell WAS well-hidden, it was by pure random chance that North Star found it.

Both Grogar and Tirac (not Tirek) were popular villains in G1, and that’s why they brought both of them back in G4. Regardless of how you thought of G1 Grogar, he will always have a cult following.

Given that G1 Grogar wasn’t all that terrifying or competent to begin with, I don’t see why his G4 version would be any better.
 
I mean, G1 Tirek was intimidating as all hell, so I can see why he would be a big deal in G4, but G1 Grogar is just your run of the mill Saturday Morning Cartoon villain among a bunch of others, so why he should be the final villain of Friendship is Magic is beyond me.

Granted, that is true. However, they are not unfounded. I mean, his voice is really goofy and makes him sound fairly whiny, and he was tricked by a kid using a tape recorder, treated his minions so badly that they betrayed him at the earliest opportunity, and his one weakness, his bell, was kept out in an easy to find place with barely any defences whatsoever. So how exactly would he be a competent villain?
