Two of the four admins/founders have pretty deep 4chan roots; the chances of us outright removing unregistered participation are practically zero.
That said, filter/spoiler/watch lists and all that are a registered-users-only thing due to ease of implementation, and registered users can still upload/comment as anons.
I remember when people at Ponibooru started a revolt to ban non-registered people from posting comments.
It was hell, some people said it was an attack to their freedom of speech.
It also happened with that script someone was making that allowed you to filter people you didnt like, so as to not see their comments.
Unless the troll comments under bp mask are the main problem but if he’s been banned for constant trolling I deduce he did it while logged.

Some people are dumb. It’s really just that.
This guy hates on all humanization artists, not r34 itself, just anything suggestive or above with a human in it. He reacts to it by spamming comments incessantly complaining about artists (mainly JJ and Glanco) regardless of who the image artist is. And now we find that he advocates spamming votes with multiple accounts.
He was probably in one of JJ’s livestreams and his hardcore r34 request was turned down, leading to immense levels of butthurt.

Oh and let me know when you get over 100 banned accounts, if you ever go that far, that’d be dedication to wastefulness if I ever saw it.
