Do cockatrices count as Villains?

The bottom one is obviously going faster than the other if you analyze this on a pixel by pixel basis as I have certainly done.  
and I concur it is a better fate, why make one suffer through knowing they were going to be a hunk of stone for an indeterminate length of time more slowly.  
On a serious note… why when most villains have done the stone spell its all at once but when heroes do it its like some slow creeping petrification you get to struggle against fruitlessly

At least the others weren’t as lazy as this one.
