What effort does she make to stop threats? The most effort she made for anything was against Nightmare Moon. She was immediately incapacitated by Chrysalis, she made zero effort to do anything regarding the Crystal Heart, she was useless against Discord when he came back. Her ‘effort’ to stop any threat here was to call in her student and her friends. Luna has FAR more actual character other than just being royalty. The most character Celestia has is that she likes cake and puts every life threatening situation onto her far less experienced student and her friends.

So again, Luna>Celestia
