Orange Swirl is one of the background characters to appear in all nine seasons of the show. But she did not appear in the specials and/or the movie. But since her blind bag toy was released as part of the movie wave, I believe that she was present in Canterlot during both the Friendship Festival and when the Storm King takes over, conquers and rules Equestria as she became one of his slaves or prisoners throughout the film.
