Half-Life: Alyx released, and in one chapter Alyx could find an unmasked dead body of a Combine Charger (maybe Captain?). It’s much creepier than this. We can find the soldier had vocal cords and eyeballs removed, the eye sockets were implanted with a pinhole sensor attached to the mask.

Yes, thank you. The metrocops are bullies who laugh at others’ pain, but they are still obviously human even if they exhibit the bad qualities. The Overwatch/Elite only have the most primitive parts of humanity.
 
I knew Valve’s intention, and it definitely helps the feel of going against an oppressive, utilitarian, and culturally dead empire.

I think a ‘dehumanized vibe’ is what Valve was going for.
 
And cyborgs are humans with robot parts, no?  
Or are you perhaps referring to their more mechanical actions opposed to the metrocops, who retain human emotion and actions?

Combine Overwatch (also the Elites) are the creepiest things. They actually act like cyborgs and not humans with robot parts. The way they move and talk just gives off a dehumanized vibe.
