No. He was on an outright power trip and used fear mongering to whip the earth ponies onto a war path. He literally sang a song called “Danger, Danger (Angry Mob)” saying “let’s enter a blind, irrational state” and “follow my orders brainlessly.”
I blame his mother for raising him as a paranoid, spoiled brat.
It wasn’t just his mother’s fault because someone had to have put all those ideas in Phylis’s head long ago too. This is exactly why I think there should be a cancel culture episode in the series. Do people really think its right to say someone is an evil person because they made an off color post on their social media time line 10 years ago? Or something like that.

True. I like to give ponies the benefit of the doubt and I always welcome redemption, but he had selfish motives from the get go. Though his mom pushed him to unleash his worst potential.
Also I wouldn’t be surprised if he never did a day of manual labor in his entire life.
