With many cellular data networks the traffic is routed through a small number of proxy servers operated by the provider, so one IP address could correspond to thousands or even millions of actual users. Your phone/tablet/whatever doesn’t get its own unique public-facing IP address like most fixed line connections do.

I have no idea. I had his main tumblr account deleted after a quick review showed him harassing some artist for no apparent reason (including inciting her to commit suicide). The only thing I could tell is he hates all furry, pony and humanized artists that have ever drawn anything even mildly suggestive. Except ManiacPaint, he loves him his ManiacPaint porn.

TOR is a program and network designed to connect you through other users’ and public machines onto the internet, rather than your own, essentially making it impossible to ID people by their IP.
 
While that’s all fine and dandy for some uses, when it comes to online forums and boards, it’s just an annoying tool to evade moderation.

We disallow TOR users from using the site due to the very high potential for abuse.
 
Open proxies are free, publicly available proxies that let users connect to the site via an IP that isn’t there own. This essentially lets people change their IP whenever they want; used by very paranoid people, but mostly be trolls and ban evaders.
 
We ban several open proxy services automatically, but these things pop up by the hundreds every day, so we manually ban them whenever spotted.
