I believe the reasoning was that a cat wandering around unsupervised wouldn’t garner any suspicion, cat’s do that all the time. but a dog Running around means everyone’s gonna stop what they’re doing and try to find it’s owner, so it would interrupt what they wanted to hear.

I would argue this is actually a success. If the ponies enjoy their spankings at the hand of Nightmare Moon’s enforcers, satisfaction with the government will rise, with ponies finding a healthy outlet for any rebellious or anti-authoritarian thoughts. These whippings also serve as lessons in obedience and submissiveness. And should probably be extended to the innocent as well. The beatings shall continue until morale improves.

Ah the good old days when the CIAs screw up only cost a measly few million dollars instead of the manty trillions of dollars it does today.

Also the CIA doesn’t need dogs to spy on American citizens. The tech Company’s are more than willing to provide them access to your data and personal information(among many other entities they will send your data to), as well as censor any “misinformation” they request.
