I found some theories in FimFiction of how would Neighsay get a racist behavior.
Grew up in a family of haughty unicorns, descended from Platinum.
Had his cutie mark scratched by a nonpony since we haven’t seen his mark
Lost a friend because a nonpony attacked that friend. Hint: she was in a movie

From what I saw in mlp, some look of the villains of the season have a Freudian Excuse, something that happened in their lives that made them that way:
Nightmare Moon- feels overshadowed
Discord-Never had a friend
Sombra-comics said he was an outcast among the crystal ponies
Tirek- Jealous of his good brother
Starlight-traumatized over losing her friend due to his cutie mark
Chrysalis-obviously, she doesn’t want to share love because she’s scared of transforming.
Stygian-felt betrayed by the pillars
But was is Neighsay’s excuse? Something made him think non-ponies are bad. Here are my theories:

On point number two: He has a good reason for why hes initially that way in the story. I mean think about it by the time of his appearance in the story he had already watched as his home country was nearly conquered or destroyed by outside beings several times over the course of what was likely only a few years. He has every reason to be suspicious of outsiders.
I mean to be fair I guess we cant always trust everyone we’ve only just met and regardless of their species
I guess it is still a truth in television kinda thing GIVEN HOW..
YES We Can’t technically always trust everyone ESPECIALLY IF THEY ARE PEOPLE WHO WE HAVE ONLY JUST MET

For number 1: There was an animation error in School Raze-Part 2 in where his goatee is missing.
For number 2: He saw the wrongful doings he had done.
For number 3: Celestia’s father is King Cosmos
For number 4: CAN SOMEONE JUST PLEASE MAKE AN EDIT OF THIS!?
For number 5: He showed a kinder attitude towards Twilight and the others after he learned that friendship wasn’t just for ponies.
