Headcanon: Luna turned into Nightmare Moon shortly after Snowdrop died of old age; the loss of the only one she could still connect to by this point was the straw that broke the camel’s back, so to speak.  
Now, in the present day, she still occasionally wears SD’s mane-style as a sort of rememberance.
