That’s kind of how being a dairy cow works. They breed them, the cow continues to lactate for nearly a year after the calf has been born, then they breed them again. Cows don’t just produce milk on their own without having been bred.

What I’m sure is that a pregnant cow would make much more milk due hormone changes.  
A smart farmer would try to find a way to make his cowstallions pregnant or at least makes them think they are so their bodies start to produce the neccesary hormones to produce the so desired milk.
 
And knowing how this fetish world works, I’m sure that feeding him an entire pony would do the job.
 
Just make sure that both ponies pred and prey have a good relationship because they are going to spend a lot of time together, you know what I mean :3
