Uninfected shouldn’t be a phase.
If the infection somehow primes the target to be infected or marks them before the actual infection happens, then it can be a phase, for it could be part of the pathogen life cycle.

Otherwise, literary everybody currently breathing in the entire universe is at stage 1 of every known and unknown disease that ever happened or will ever be.

And if it’s that because there will be more phases later and the patient is been categorized, that can only be done retroactively after the “phase 2” has started.
So by definition there will be no phase 1, for no uninfected is affected at all, and all who are, are at Phase 2 already.

Either that or the doctors have precognition.
