I’m afraid I don’t know, because I don’t know what application was used to create the animation. But somewhere in the settings there’ll be one for frame rate (or frame duration) that you can adjust.
Last time I did an animation it was a GIF created in GIMP, and the frame rate was part of the save dialog. But that was years ago. Modern applications probably put it in a settings or properties menu.

Constructive critisism: frame rate is way too high. Works a lot better viewed at 0.5x. (this is very common in animations, and I wonder if it’s a flaw in one of the popular graphics programs. In any event, it’s something creators should look for, especially if they have text in their animation.)
