Let me make a hypothesis.

Derpy sitting on the ice, but then it broke and she fell in. She tried to get out, but it was so cold and being a pegasus doesn’t help it either. A Staryu noticed her and saw the bubbles, thinking she was attacking it. Staryu, tired of training to fight other Pokemon, took out a machete and tried to kill Derpy. Apparently, Dudley was fishing and when he got something, Blossom did her ice breath ability by accidentally sneezing.
