I thought of Discord less as a “leader” and more as a “schoolyard bully with godlike powers”. He wasn’t leading anyone in any meaningful sense; he was just screwing around for the heck of it.

Of course they’ll alway be more obscure leaders of smaller organizations but for each evil there is at least one good we could find if we go for smaller importance.

I’d say Chief Thunderhooves doesn’t fall under either description (nor does Sheriff Silverstar, if you want to count him). Shining Armor was leader of the Royal Guard and is now the prince of the Crystal Empire; while he’s not had a lot of characterization yet, he’s definitely neither a jackass nor evil. On the other hand, the leader of the teenage dragons was a flaming jackass, and Sombra could be called both evil and a jackass.
 
I’m probably missing someone, but I’d say it’s not really one-sided, much less unanimous.

All the male leaders depicted so far are either evil or jackasses.

I’m sure there was normal male leader ratio, at least proportionally to their population, It is just that the supreme power is hold by a female but since it is the same immortal one for a thousand years any groups who don’t include Celestia is defacto left aside of the main power.
 
On the other hand I’m sure at least one of the pre-equestrian era’s leaders of heart warming eve was male despite being played by female on scene, puddinghead, hurricane or both.

In all seriousness I bet it never was an issue since the ponies mostly left hate and intolerance behind before Equestria was founded  
(If you recall they basically had to or freeze to death via Windigos )
