Well he is still a hybrid in a fascist Environment, even though the Enclave tolerate him for his half-Pegasus bloodline, but doesn’t mean he’ll be treated as an equal, he is more treated as second class Citizen in the Enclave next to the Pegasus with earth ponies in their family tree.
A lieutenant sees less combat than a soldier, and the Enclave is one of the nicest places to be in the Wasteland, if you don’t mind the fascist elements, which most likely you’ve been indoctrinated to see as the norm or superior to the barbaric wastes.
