…. Why does this have the “Loli” Tag? It’s a picture of them as little girls, there’s nothing suggestive about it.

Yeah. Of course, I get the feeling the ‘pony’ versions knew of each other, but didn’t hang out. (Twilight’s the only link they had with each other, but they pretty much got together on their own.)
 
Though, I personally believe that Rarity and Fluttershy both knew each other and were pals before the events of the series, as well as Pinkie.  
Reasoning is, is that Pinkie always seems to look out for Fluttershy as well as Rarity. (I.E. Putting Your Hoof Down whole episode)  
Or like Pinkie refusing to prank Fluttershy  
and the fact that Rarity and Fluttershy seem to frequent the spa.  
I’m thinking here is that these three were best pals.
 
The only ones that weren’t were Applejack and Rainbow Dash.  
Applejack, due to the fact that she spent most of her life on the barn, pretty much only going into town for supplies or to sell apples. She probably never would have met Fluttershy or Rarity. (If on the off chance she did, it’s a small town of course, she must have not cared much. Rarity’s too prissy and Fluttershy’s too shy.  
Though Applejack must have given Fluttershy her dues.)  
Pinkie…I’m probably sure they got along, but didn’t hang out.
 
Rainbow Dash is a whole ‘nother story. Self-centered and egotistical, she kept to herself. (I.E. She didn’t want to have anything to do with Pinkie.)  
Most likely the same could be applied to Rarity, again, she’s prissy.  
Fluttershy, well she most likely wasn’t her friend until Twilight came. I think they were…more likely acquaintances. (What with Gilda being Dash’s best friend for a long time.)
 
Applejack and her must have had a harsh rivalry, given that they both attend fairs, Running of the Leaves, and all such sport centered activities. It, over time, grew into a mutual respect, and some friendship.
