He is an assistant to Twilight and Rarity (on some occasions).
Then you REALLY need to pay more attention to the show.
Given that no one treats him as a pet, that seems highly unlikely.
That said, as the only dragon in Equestrian society, there don’t seem to be broad rules concerning them.
That plays badly with his full time job.
He’s completed whatever mandatory education Equestria has.
Spike is middle school at BEST.
