That necklace he’s wearing acts as a mobile portal; the other end, where the rest of his body is at, has the immobile portion, but so long as his head is through it, he can pop his head out to greet whoever Rarity’s with.

Unfortunately, the only parts of Spike that grew up was his neck and head so they had to remove the juvenile parts and give live to his remaining body parts.  
Or he’s part invisible.
