Yes, but because it’s a counter-trap card, it can only be counter by another counter-trap. The card also does not designate a point in which it’s effect ends (IE: “Until the End Phase” or something like that), so the Attack boost would be permanent, much like the effect of Aqua Jet.
 
The more I think about it, the more overpowered this card seems…

Also, though Rarity gains immunity to card effects, this card itself isn’t.

Well its not continuous, its a counter trap so maybe it only lasts for 1 turn. And then you need 3 cards on the field to do this. Rarity’s card, Spike’s card and this to be set. Its not that OP but it is one of those one turn kill set ups.

Even with the card’s very limited use, it allows the player to deal a minimum of 3000 points of damage, with absolutely no cost.
 
You could use this card in conjunction with Megamorph and Mage Power (as well as some throw-away spell/trap cards) to instantly win a duel in one turn (assuming Rarity’s attack is at least 1500).

I’m not sure how different the game works from how it did in ‘05, but coupled with a power booster, a field card, and whatever Rarity’s inherent attack stat is, you could easily annihilate your opponent in a single turn.
 
That alone is overpowered enough to warrant a card ban from tournaments.
