Why do people assume that every OC is a self-insert?

On the artist’s DA page, he mentions a character flaw: “Stormy” has a temper which makes him hard to like. This is at least a step towards creating a dynamic character.

I think the real problem here is that we’re being introduced to an OC and they’re in love with a mane cast member. Too much, too fast. Better to introduce your OC and then flesh out a relationship.
