The Doctor (and I suppose Doctor Whooves by extension) has always hoped to regenerate into a ginger person since Christopher Eccleston turned the role over to David Tennant.
It hasn’t happened yet, much to his lamentations.
The Doctor wants to regenerate into a ginger, but it never happens, which leads to him briefly complaining about it.
