Obviously, good hygiene is a must, as well as good footcare (rarity would insist!). I think that’s pretty standard to enjoy most things though, e.g. you might enjoy oral, but you don’t go down on someone who doesn’t take care of themselves down there.
 
Also, feet are highly sensitive/ ticklish (good for foreplay), and the soles of the feet, much like the nipples or bum are parts of a lady that you don’t often see.. if it’s not always on show that makes it more attractive.

I don’t actually know what artist drew this but I do know that feet are notoriously hard to draw and even harder to draw in a an erotic way.
 
So, regardless of the artist’s history they obviously have spent quite some time learning how to make feet appealing. If you haven’t noticed, most foot fetish pictures aren’t incredibly well done.
