Cutie-Mark does not = kid,

Being younger and shorter than Rarity does not make Sweetie in that pic a foal either, just younger.

It is obvious to anyone that the artist is portraying them both as teenagers not foals.

It obviously is. She doesn’t have her cutie mark and the artist drew a similar pic with Sweetie Belle right by an adult and she still had a developed body despite being 2/3s of Rarity’s height.
