The amusing thing about the cutie mark to me is that it kind of implies either the cat outright owns him (which would be envy to no end on Opal’s part I imagine) or he’s the male equivalent of the ‘crazy cat lady’ as that’s the only thing interesting about him.  
Either scenario makes me laugh heartily imagining his home life. (or lack of it)

If it was some other meme, I’d definitely agree– Jeebus jumping dump truck every Disney movie from the ‘90s with a wacky sidekick was full of horrible, instantly-dated poop culture references– but this one is Grumpy Cat, which, at the end of the day, is a grumpy cat. I’m pretty sure that if the Human race survives long enough to ascend to the stars as enlightened balls of light at the end of Babylon 5 Season 4, the one corporeal thing we’ll take with us into Infinity is funny cat videos, because that $#!+ is universal.

A lot of jokes in this show are references that may fly over a lot of kid’s heads, but may amuse the adults, like the Diamond dogs being named after a David Bowie song, or half the places being named after horse puns.

Putting a meme like grumpy cat as a reference in a show like this is a rather bad idea because memes have a very short life cycle and so the joke will get dated quick.
 
That being said this is just a small joke that have no bearing what so ever on the episode so there is absolutely no reason to get worked out over it.
