I think rearranging the details of what had up to that point been a background character for the plot are fine. Like in the first episode of Seinfeld Newman is voiced by Larry David but once Wayne Knight got the role it became something the writers could build off of.

I’d imagine having one’s tail yanked would hurt like hell, but ponies sure seem to do it to each other a lot.

If Bulk had the selfawareness to give a shit about his surroundings compared to others, or if a competition was any more stressful then a military academy, that WOULD be an okay theory…  
are even remotely true, I can’t see it holding any water. Its most likely a retcon.
 
To be fair, maybe the retcon for Scootaloo’s sake. He, like her, has malformed wings. Whether hers will grow with time, and whether his were deformed through steroid abuse, is anyone’s guess. (shrug)

Maybe, despite his bodybuilder attitude, he cracks before large audiences… At the Academy he was just an anonymous cadet, during the tornado he was “one of the team”, but here he’s one of the three of the Ponyville Relay Team, i.e. straignt in the spotlight: therefore he snaps.

And he flew fine in Hurricane Fluttershy. Corey picked up a bad habit, altering established facts for plot convenience.
