Try waving them in phase with legs. Surprise, fatigue! Arm movement compensates for disbalance, freeing muscles for actually propelling you forwards.
The pegasi in Fantasia did the same thing.
Humans wave their arms when they walk. We do it because it feels natural, ponies must do it because it feels natural.
Or that gold throne is actually more of a balloon.
It could be a somatic component that keeps the pulled object from tipping backwards.
