Because she had the best possible canon reason for being 004. Falling out of Cloudsdale. (though in this continuity she wasn’t caught) Fluttershy made a better Francoise anyway. I had worked out all the others, and they all fit really well, so Rarity was left with 004.

Why not Francoise or Great Britain?
