A mechanical hoof doesn’t seem very practical. On the rare occasions ponies hold something in their hooves instead of their horn/wing/mouth, they obviously can’t hold something in both front hooves or they’d fall over. Just use the normal hoof to hold stuff, and replace the one you rather stupidly cut off with a much simpler prosthetic. You don’t need to feel anything, you just need your leg to be able to support you. Hell, a very thick horseshoe would do the trick.
