In “Luna Eclipsed”, didn’t Twilight Sparkle mention that Starswirl the Bearded invented the “omnimorphic spell”?
Perhaps that’s what we saw–a spell that could turn a pony into any other creature, provided you had an example of said creature on hand to use as a template.
I just like to think of it as yet another Twilight ex Machina.

It definitely means that she studied in a lot of magic books. Or that they had a lot of great Unicorn magicians there.
But I would rather consider that Luna is more into transformation magic than Celestia.
The spell seemed to be using the breezies as a template, so it could just be a general purpose transformation spell that requires an example of whatever you’re transforming into.
Probably had to punish someone centuries ago.
