LOL, when I first showed this to a friend, she remarked how it reminded her of Team Rocket! However, the Doronbo gang and their getaway bicycle do predate Team Rocket and their pedal-powered submarine by almost 20 years. :)

The Doronbo Gang pretty much wrote their schtick. They even had a “blasting gag” of their own. I wouldn’t be surprised if the Magikarp sub was an homage to the Doronbo Gang. Or a rip-off. Depends on who asks or cares.
