Harmony and such isn’t just to make sure everything runs smoothly. It’s a general survival mechanism.

Goodbye Ponk Pie Hat
The goat head seems visibly happy for her sister when tiger head deals with the chair by biting through it (before getting gown to business). She’s also mollified by cheese - okay, cheese from goats - and seems pretty contented by just that. So I guess perhaps not completely irredeemable, which leaves the option open that somepony like Fluttershy might’ve have dealt with the situation differently.
 
But yeah. Scary, and with a pressing need for effective dentistry.
