I can explain how.  
You see, the RAW video is sent to the channels that will air it. The RAW is clean and always on highest quality possible.  
Then the channel that airs the show is what makes the qualities. SD and HD. However, HD is more intensive, signal-wise. So, during the transmission, the HD one got corrupted mid-transmission.  
It can also happen “client-side”, where a person’s receiver (or TV) corrupts by signal loss, signal delay, etc.  
Or can also happen in the middle of the video extraction process, where something can jam the signal for a brief while (possibly a cellphone).

It must’ve been specific to The Hub’s HD feed. Each of the HD uploads on YouTube seems to have it, while the SD ones don’t. I don’t recall seeing it happen on BronyState, which I think streams the SD feed.
