It appears that their some sort of age group above infant but before foal. The same models were used for sweetie bells fifth birthday party and that cake has four candles so it’s likely their The pony equivalent of young children in an four to eight age. As for why they look like breezies ,well fairies were supposed to look young and childlike so mabey the breezies all look like toddlers from a pony perspective?
