I think we were either supposed to see Dizzy’s exchange to Rainbowshine (the one anchor pony not seen at all in this sequence) or Rainbowshine was supposed to be seen at some point during any of the shots of the last leg, but neither happened. The team on the far left was, supposedly, to be 4th place team in this instance, if Cloudsdale and the Griffons are 1-2, Ponyville is last, and the other team that does an exchange in this instance is in third.
 
More inevitable background pony apathy or laziness by not animating the other exchange or adding Rainbowshine anywhere in the last leg, I guess, but I could just as easily be oveanalytical where there is nothing to dissect.
 
I’m not even as big a fan of Rainbowshine but it probably would have been nice for her fans seeing as the rest of the background ponies who were in the relay teams at least had appearances during the race. Can’t say I expected any different, as much as I would have wanted to see more.

I’m guessing that Soarin, the griffon, and the pegasus on the far left have already handed off their horseshoe-batons and are just hanging around there. Ponyville’s strategy was to have Rainbow Dash make up for the expected last-place finishes of Fluttershy and Bulk Biceps.
