Ponyville residents may enter as they please for walk-in audiences at their leisure.
Visiting ponies may be required to schedule ahead of time on the Princesses’ ‘List of Ponies Seeking Guidance’ List.
The Council will be available for assistance, advice and other help regarding friendship matters dealing with friends and friendship.
As five Council members are older siblings, matters regarding sibling relationship issues may also be brought before the Council.
Council member Fluttershy has requested that adult dragons please not seek audience with this council while she is on duty.

The wording in the image doesn’t really matter, being older or younger doesn’t matter; all but Fluttershy have some kind of sibling-esque relationship with at least one other character x)
As has been noted, she could be the youngest Pie sister. However, I was thinking about her relationship with the Cake twins.
