He’s throwing away all the work he did on this scene with Dusty Katt and starting over. I don’t understand why he would just toss something this beautifully animated even if it wasn’t finished.

That’s just an artist being an artist; they’re seldom satisfied with the end result, and even those things are the handful that survived the rough draft phase. Scrapping it all and starting over is a demanding thing, but if the creator thinks it’s necessary then it’s probably necessary for the sake of expressing the desired vision.
Plus, artists at the professional level make sketches all the time; to the creator it’s just another unsuccessful attempt. By comparison, one wonders what you’d find in Lauren and Craig’s wastebasket after a brainstorming session.
