From the artist website, it seems nothing is really implied except that they would really enjoy seeing Sapphire Shores again in season 3:

Hmm… Hard to tag… I’m going to put this as implied foalcon and suggestive on the grounds of their facial expressions. That hug seems to be more than your average hug here and in fact more symbolic than literal. Like “I love these children” and the expressions provide the type of love they are getting.
