From what I can tell in all these pics done by Momo, yes, the other Pinkie is in fact, a Changeling. And on top of that, I am led to suspect that it is the very same changeling, whom Pinkie had asked to do her, all the way back in Canterlot Wedding. It seems that since then, they have developed a very… /close/ relationship.
