I suppose it all depends on which Harley version you go with.

If the girl was mostly crazy and deranged already (as in the comic backstory and “The Batman” cartoon), Pinkie is the most fitting pony.

But if the girl was mostly a good hearted person that was corrupted by the J, Fluttershy makes a better job (as in the original DCAU backstory for the character).
