If you eat a lot of rice, getting a rice cooker with a vegetable steaming tray is the way to go. It’s so easy and it cooks the rice perfectly.

My mom used to steam leftover dumplings with rice in the cooker when I was a kid.  
Rice cookers are pretty much slow cookers.

In all seriousness it’s by definition not safe to do: water boils at 212 degrees and polyethylene, which ziploc bags are made out of, has a softening point of 195 degrees, so it’s possible chemicals could leech out of the plastic and into the food product. But, practically speaking, it’s only boiled for 15 minutes which wouldn’t be long enough for a substantial amount, and exposure to chemicals doesn’t mean they cause damage: your body’s actually pretty efficient at dealing with them. Honestly too, you’re a lot more at risk putting plastic in the microwave than boiling it for only 15 minutes :P

Most of the time, I end up with this awful plastic odour in my food when I use plastic containers.  
I don’t use plastic utensils for most foods other than dry snacks and fruits anymore.

My family doesn’t normally cook parboiled rice.  
I’ve always had rice cooked from raw, in the rice cooker.
