But he is all-powerful.Discord’s powers were just simple teleportation, levitation, matter manipulation. Bill on the other hand can withstand the rainbow as if it was nothing. He is cunning, precise, and tricky. So, I do not think he would be defeated that easily.

Earlier The Dazzlings took interdenominational rift when twilight promised them she can get their magic back  
Sonata Dusk: Just one more chance to sing again gives human Twilight the rift  
Human Twilight: takes it and then smashes it Oops~  
Adagio: What?!  
Aria: What the hell?!  
Human Twilight: Starts laughing manically, then her eyes become yellow and the pupils elongated  
Sonata: Huh? Who are you?!  
Human Twilight: Snaps her fingers and it knocks the trio out and the a triangle being pops out of Human Twilight’s chest  
Bill Cipher: At last, at long, long last! The gate between worlds is open! The event 1 billion years prophesied has come to pass! The day has come! THE WORLD IS FINALLY MINE!!!!!
